Recently, the “Liaoning Panjin Tianyi Petroleum Drilling Equipment Specialized Technological Innovation Platform,” submitted by Panjin Liaohe Oilfield Tianyi Petroleum Equipment Co., Ltd., was approved by the Liaoning Provincial Department of Science and Technology following recommendation by the Panjin Municipal Bureau of Science and Technology and evaluation by provincial experts, thereby becoming a 2016 Liaoning Provincial Industrial Specialized Technological Innovation Platform.
　　It is reported that, since 2014, with the aim of establishing a technological innovation system to support Liaoning’s industrial development and enhancing the province’s capacity for industrial technological innovation, the Provincial Department of Science and Technology, in accordance with the provincial government’s directives, has formulated the “Liaoning Province Industrial Technological Innovation System Construction Plan” and the “Liaoning Province Industrial Technological Innovation Platform Construction and Management Measures.” An industrial innovation platform is a new type of innovation infrastructure that, guided by the principles of holistic resource integration and whole‑industry‑chain innovation, operates under the framework of “enterprise leadership, market mechanisms, mission orientation, and government support,” with the overarching goal of supporting and driving the transformation and upgrading of Liaoning’s traditional industries and the rapid growth of emerging sectors. Such platforms primarily comprise industry‑wide common‑technology innovation platforms, industry‑specific specialized technology innovation platforms, and comprehensive industrial technology innovation service platforms. Among these, an industry‑specific specialized technology innovation platform is an institutional entity led by a leading enterprise, jointly established through market mechanisms in collaboration with universities and research institutions, and dedicated to conducting R&D activities that address major critical technological needs of enterprises.
